Ebbw Vale will merge with Newport to form a unified Gwent team for all cross-border competition.
Ebbw coach Ruddock was appointed coach of the provincial side, but the games will be held at Newport’s Rodney Parade and will feature less than a handful of Vale players.
Young Steelmen Bryan Shelbourne, Adam Black and Peter Sidoli have all been offered regional contracts as Ruddock sets about finalising his 30-man squad for next season.
The door has been left open for injured pair Neil Edwards and Richard Davies, who must both undergo surgery for respective injuries within the next two weeks, while the four development contracts have yet to be named.
But it means that Ebbw Vale stalwarts such as Wales A pair Chay Billen and Paul Williams, Will Thomas and centres Paul Mathews and Rhys Shorney are not involved.
Among the three who have been offered a contract is promising scrum-half Bryan Shelbourne who has burst onto the scene this season following his arrival from Connacht last summer.
Welsh qualified through his Rhondda-born father, ex-Wasps player Shelbourne has been Vale’s outstanding player and a regular points scorer with the boot.
Wales A lock Edwards is still in the running despite surgery on his shoulder earlier this week given the expected departure of Newport’s Simon Raiwalui and Mike Voyle while full-back Davies, out since February, will undergo a hernia operation next week.
Wales Under-21 trio Kieran Crawford, Damien Hudd and Rhys Williams are in the running for a development contract though veteran Tonga internationals Damien Penisini and Kati Tuipolotu have not made the cut. Prop Martin Jones last week signed for the Pontypridd-Bridgend province.
