Rule 9 h (i) states: ‘clubs should undertake ground inspections no earlier than 3 hours before the scheduled kick-off time except in cases where an earlier inspection is required to prevent an Away Club undertaking a long journey or in cases where the match official is traveling from a long distance.’

In the case of the Newport game against Llandovery, the Regulatory Committee found this time frame had not been observed.

Clubs have the right to appeal to the General Manager of the Union within 14 days of receipt of the Regulatory Committee’s decision.

The appeal must be accompanied by a fee of £100 which may or may not be returned.
