Wilkes and Phillips will join the Welsh squad as they prepare to take on England at Vichy on Wednesday in the first of their two play-off matches to determine 5th to 8th placings. England beat Scotland 31-12 on Saturday but failed to qualify for the semi-finals.
Captain and centre Dafydd Hewitt, who returned home yesterday after suffering fractures to the cheekbone and eye socket has not been replaced. The Wales team to play England will be announced on Tuesday.
