Hibbard appeared before the panel as a result of a citing report issued by Mr Simon Thomas, the appointed Citing Commissioner at the recent Magners League match against the Scarlets.
The panel determined that the case was proven re Law 10.4b and that it was at the lower entry level as provided in IRB Regulation 17.
Taking all matters into consideration, Hibbard was given a two (2) week period of suspension and may resume playing on Thursday 7th May 2009.
Law 10.4 (b) states “A player must not stamp or trample on an opponent”
