The highly-rated 23-year-old missed the whole of last season with a career threatening cruciate ligament injury.
It was just the latest set-back Owen has endured in his short career and he was released by the Ospreys last month.
There had been doubts whether Owen would ever be able to reach his former heights but he is confident he can prove himself once again at Parc y Scarlets.
“This is a great opportunity for me and I’m really eager to get back onto the field and enjoy my rugby again,” said Owen.
“It’s been a long break but that just motivates you more. It’s been tough having to sit it out for a season, but it just makes you more determined.
“The Scarlets have a very ambitious squad and strong coaching team and I think I’ll fit in well here in terms of the style of play and the energy here.
“I’m grateful for the support the Scarlets are giving and that they are showing faith in my ability and backing my return to form.
“This is a very competitive environment in terms of the back division and the strike players the region have, so that will really push me on.
“I am looking forward to working hard in the pre-season and getting back on the pitch.”
Owen is the third Ospreys player to make the short trip across the Loughor this summer, following in the footsteps of Kristian Phillips and Richard Kelly.
