“We would be disappointed if Colin is not playing in Wales next season because we want our best players playing for the regions,” said Wales coach Steve Hansen.
“The whole point of regional rugby was to was to concentrate our quality players into fewer clubs.
“If he does have to play outside of Wales then so be it. That has never stopped us picking players for Wales and it won’t now. The only concern is that it makes it a little harder to monitor players’ training and conditioning.”
“Unfortunately we have not been able to reach agreement with Colin so I can confirm that he won’t be playing for our new regional team next season,” said Neath-Swansea director Mike Cuddy.
“Things have not worked out between us and we just wish him all the best in his future career.”
Charvis’ future has been in doubt since Swansea went into temporary administration back in February when he accepted a pay-off and opted out of playing for the club to prepare for Wales’ summer tour.
Before heading down under with the national squad Charvis had said that he wanted to play for the new Neath-Swansea region but since his return has been unable to strike a deal.
News of his availability is sure to stir interest in England and France though there will undoubtedly be questions over his alleged pay demands that are believed to have been the main source of disagreement with the Neath-Swansea region.
During the tour, regional coach Lyn Jones signed younger back-row rival Gavin Thomas from Bath while the Cardiff Blues, Celtic Warriors and Llanelli Scarlets have all settled on their squads.
