Wales under-21 stormed to their version of the Six Nations Grand Slam, and Mr Moffett said: “We are very keen to make sure we don’t lose the under-21 set-up and the talent.
“This is where the under-21s are going to come through and I think we have seen the great debate in the last few days with the under-21 winning the Grand Slam.”
And Mr Moffett believes that the new 16-team Premier Division will be the ideal environment to cultivate Wales’ young talent.
“What happens to these players? The new Premier Division is going to be a place where they are going to come through and those players can go onto a regional set-up.”
