The fly-half has been in France with Pau this season since signing last summer from Swansea but has been limited to a handful of games amid a string of injuries.
“My agent has had very positive talks with a region and I hope to meet the coaching staff soon and get everything signed soon,” said Thomas.
Newport Gwent Dragons, led by new Wales coach Mike Ruddock, and the Celtic Warriors are among the front-runners to sign the 29-year-old who is the fourth highest points scorer in Welsh rugby history.
Thomas has scored more tries (11) than any other Wales outside-half but it is nearly four years since he won the last of his 23 caps as a replacement against South Africa in 2000.
He began his career at Neath and later played for Swansea but it was the Ospreys’ decision not to offer him a contract that prompted his move to France.
Meanwhile Ruddock has stated, before his appointment as Wales coach, that he would be actively looking to strengthen the Dragons squad though the Celtic Warriors will also be looking to find a replacement for Neil Jenkins who will retire at the end of the season.
His wife, who is expecting their second child, has already returned to Wales and Thomas hopes to rejoin his family soon.
Thomas said: “All my furniture is being shipped back to south Wales and hopefully I will be joining it in a few weeks time.”
